What this screen is for

Clubs run freely. A trip cannot take a single place until a risk assessment is recorded and an approval has been granted through the approvals queue — and that gate is enforced in the code, not left to a policy document that gets forgotten on a Friday afternoon. Guardian consent is per activity and tracked per place.
