Anything needing a recorded decision goes here — a fee concession, a purchase, an admission exception, staff leave, a trip. You approve or decline with a written reason, and that decision is written to the audit log. A closed request cannot be re-decided, which is the point: the record has to mean something six months later when somebody asks why.
