One composer, four audiences: every guardian, one class, guardians with fees overdue, or all staff. "Guardians with fees overdue" is a query joining guardianship to the fee ledger — so the recipient count is a fact, not a guess. Urgent messages override quiet hours, which is a decision you make deliberately rather than by default.
